BORONGAN, February 3, 2018–The Borongan City LGU is a recipient of the National Excellence Award given by the Civil Service Commission for a commendable implementation of the Anti Red Tape Act – Report Card Survey (ARTA-RCS).
The award was given last January 22, in Manila during a ceremony to mark the 10th year of the implementation of the ARTA, and to give recognition to LGU’s who received the highest ratings in the survey from 2015-2016.
Borongan LGU ranked 4th in the top 10 LGU performers nationwide, next to Tagum City (1st), Santiago City (2nd) and Arayat, Pampanga (3rd),and the only one from the Visayas.
CSC Provincial Director Michael de la Cruz said the excellence award is given to an LGU that gets the highest score card rating according to the criteria set by the ARTA, including citizen’s charter, anti fixer campaign, wearing of ID’s and nameplates and implementation of the “No noon break policy”.
The process of the report card survey includes the visitation of CSC regional personnel without the knowledge of the officials and employees of an LGU.
They observe and interview clients to get them to share their experiences on the services they get from the local government, and how employees engage with clients.
One of the biggest challenge LGU’s face was their compliance with the accessibility law for persons with disabilities and senior citizens.
CSC is reminding LGU’s to ensure efficient delivery of government services all the time. Compliance to the ARTA is also a requirement for the Seal of Good Housekeeping given by the DILG to local government units.
Mayor Maria Fe Abunda lauded the effort of officials and employees for giving priority to efficient service delivery to the public.
